Good point overall, though I have never heard of security as an issue late at night in Guanajuato’s centro, as long as you take the normal precautions. And while cartels are active in Celaya, Salamanca and Irapuato, they aren’t currently active in Guanajuato city.

Now what are the chances of that happening anywhere in the US? Slim to none. My wife leaves the house at 11pm to walk to a taco stand 100 yards away and I don’t worry about her safety. Mexican people are the friendliness people in the world.

I moved here in 1994 at the end of Salinas’s office that plunged the economy into depression. Slowly the cartels grew in control and influence in the country with Guanajuato being number 6 in the country. I attended some conferences in the city of Guanajuato in the late 90’s and the night time streets were considered as safe. Not anymore. Public security may have been important to mention.
